Bling Bling represents the swag of the rapper/ hip hop musician and how he/she's gonna approach the lyrics... For example 50 cent wears a big cross chain, diamond watch, bracelet and rings
And in "Ski Mask Way" he was talking about bling bling just like in "Shorty So Seductive" with Tony Yayo.
Real Musicians find talking about jewellery is a waste of talent and does not contribute to have any feeling or emotion at all. It's like bragging about how rich you are because jewels do tend to be very expensive and just about most rappers these days talk about their big chain hanging low with their pools as rich as their jewels etc.

Bling Bling is slang people, mostly urban people use to describe expensive Jewelry. Bling can also be plastic, or fake, jewellery. Many people who cannot afford, or do not wish to buy, real diamonds, gold, etc, opt for fake glass or plastic jewellery. This makes them look big, and bling-bling.
